TechComm Simulation leads the way for providing Commissioning Support and Post Commissioning Handover Services, in Australia and the South Pacific Region. Included in our experience is supply of staff from Commissioning Coordinators through to Start-up Technicians for Coal Fired, Combined Cycle, Gas Turbine, Cogeneration & Biomass Power Plant.

Categories of Commissioning/Start-up Crews include:

1.Commissioning Co-ordinator

Coordination of all Commissioning activities with the consortium Site Manager to ensure continuity of performance/run tests, start-up programs, and scheduling of each Commissioning managers activities assuring a smooth interface of commissioning, engineering, construction and owners start-up program.

2.Operator Commissioning Engineers

Responsible for the performance of start-up and test program activities within their respective scope of work.

3.Commissioning Engineers

Conducting test procedures for the performance of all phases of test and start up programs including, review, interpretation and if necessary, corrective action for all data obtained to ensure systems and equipment are performing in accordance with engineering design and Operational specification requirements.

Complete documentation preparation of systems for handover to Owners Operation Department and support in the unity start-up phase of start-up program. Responsibilities also include the management and monitoring of the safety-tagging program in accordance with safety procedures.    

4.Engineers

  • Engineers responsible to Engineering Departments work scope for their divisions of work include activities such as  

  • Guarantee OEMs Compliance to EPC Contract

  • Furbish engineering documents required to complete the pre-commissioning, turnover,               commissioning and performance testing during start-up and reliability run programs.

  • Supply all engineering documents and information required for the completion of construction.

  • Provision of Engineers to interface on design and engineering issues as required.

  • Accommodate design changes to plant for inclusion in contract.

  • Approve EPC design changes.

  • System design coordination reports (DCR) completion after system turnovers and resolve all items in a timely manner.

5.Electrical Inspectors

Provide comprehensive inspection of electrical wiring (power, control & instrumentation) installed in accordance with design documentation. Responsibilities include insulation resistance (meggering) and continuity testing to verify cable integrity and terminations.

 

6.Mechanical Inspectors

Ensure all mechanical equipment is installed in accordance with design documents. Final coupling alignment performed after bump and run of motor. Lubrication and alignment forms attached to this procedure are used to record appropriate data. All rotating equipment misalignment or pipe stress is returned to the commissioning manager for corrective action.
