TechComm Simulation - Managing Your Power Plant’s Safety System

 

TechComm Simulation provides power plant safety systems documentation, permit-to-work management and the overall coordination of these systems into commissioning, outage and plant operations requirements.

 

TechComm Simulation and its experienced personnel can provide management and coordination of the Safety System for all types of power plants. These include small to medium CFB and biomass plants and medium to large gas and coal fired plants.

 

Examples of countries and summary of TechComm Simulation involvement are as follows:

 

  • Australia – commissioning at Tarong Nth and Millmerran Power Plants

  • Australia – management of permit-to-work system at Redbank Power Plant

  • Vietnam – commissioning and operating Pha Lai Power Plant

  • Thailand – operating and managing CFB (Circulating Fluidised Bed Boiler) Power Plant

  • Philippines – project managing & mentoring coal-fired Power Plant

 

All the above examples included the practical management of the permit-to-work system. In some cases, TechComm Simulation personnel can use the client’s preferred system or actually provide TCS’s own safety system.        

 

 

TechComm Simulation Project Consultants have expertise in the following areas:

 

Large scale Project Management, Plant Commissioning, Contract Development and Quality Assurance, Multi-Contract Management, Plant Manual and Safety Rules Development, Operating Instruction Development, DCS Configuration and Control Loop Tuning. TechComm can provide a team of Engineers who act on behalf of the Client to ensure all aspects of a project achieve expectations in terms of time, cost, skills development, safety and quality. This is outlined further below:

 

  • Assist with the management of the multi-contract project from the conceptual phase through to commercial Operation.

  • Develop and coordinate contractual requirements, including project planning and management.

  • Introduce Quality Assurance programs that measure and track the progress of the project within    International guidelines.

  • Develop and deliver training to Client O&M personnel, including classroom and on-the-job requirements.

  • Provide experienced Operators to operate the power plant and act as mentors to prepare Client Operators to take the plant over.

  • Develop efficient and effective Safety Rules for Permit to Work requirements. These would be introduced at the beginning of the project and managed by experienced TechComm personnel until Commercial Operation. 

  • Coordinate the development of Operating and Maintenance procedures to be used after Commercial Operation.

 

Some important aspects to consider when developing and managing a successful power plant project are as follows:

 

  • How will funding be sourced? Does the funding model meet the supplier, owners and end- user’s expectations?

  • How are the contractual arrangements between all concerned parties defined?

  • What are the risk issues?  Who carries the risk for delivery and plant performance?

  • Do the Fuel Purchase and Power Purchase Agreements compliment each other?

  • Who is responsible for the Fuel supply? 

TechComm Simulation experts can assist the Client to ensure all technical and commercially binding aspects of the project have been carefully appraised prior to formal agreements being reached.
